GIZ CLIP 2 Calls for Project Proposals for Local Initiatives

GIZ CLIP 2 invites local and registered civil society organizations to apply for support, seeking to improve their community-based social services for refugees and vulnerable members of the host community in Turkey. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ); has set up a multi-donor initiative funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union Directorate-General for Civil Protection and Humanitarian Aid Operations (DG ECHO).

Basic knowledge

As a multi-donor funded project, CLIP 2 provides support to community-based local initiatives in underserved regions of Turkey, aiming to provide holistic and need-based services to disadvantaged refugees and vulnerable host communities in Turkey. CLIP 2 is based on the experience gained under the Turkey Local Initiative Fund (LIFT), where GIZ provided financial and technical support to small CSOs in different regions of Turkey between 2019 and 2020. The CLIP 2 multi-donor initiative, implemented by taking into account the experience gained during the implementation of LIFT, will serve the following purposes:

  1. Improve support services for protection and specialist services for refugees and vulnerable members of the host community.
  2. Improving access to non-formal education.
  3. Improving services in the fields of intercultural understanding and social cohesion.
  4. Strengthening capacities, including cooperation structures, for the delivery of quality and holistic social services.

Financing Opportunity

CLIP 2 will select up to 24 local initiatives to offer support, each offering a funding opportunity of between 20,000 and 100,000 euros. Applications will be considered in the following thematic areas: protection and expert services for refugees and vulnerable members of the host society, non-formal education activities (language courses, vocational courses, etc.), intercultural sharing, and learning activities for the development of social cohesion. In this regard, the call will consist of two sub-calls to which organizations can apply based on their objectives.

Projects involving activities in at least two of the thematic areas mentioned above will target one of the two funding streams listed below. Applicants will NOT be able to apply for both funding streams. Proposals selected from the two fund streams will weigh 50-50%.

Fund Flow (1): Refugees in underserved areas and particularly vulnerable groups within the host society, as well as non-Syrians (Afghan, Iraqi, Iranian, etc.), will be at the center of the project proposals.

Fund Flow (2): Projects working with people with special needs (persons with disabilities, victims of sexual and gender-based violence) will be prioritized in this call.

Priority will be given to small organizations, local initiatives, and local NGOs with experience working with vulnerable populations and collaborating with local stakeholders.

Eligibility Criteria

There are three groups of eligibility criteria for the following elements:

Applicant (1):
Suitable structures to participate in this project are non-governmental organizations (associations, initiatives, and foundations) operating in Turkey. Applications for both sub-calls will be evaluated based on the minimum criteria set out below. Applicants:

  • It must have been established at least 2 years before the call and have at least 1 year of experience in externally funded projects for vulnerable groups (preferably in the fields of activity defined above).
  • Must have experience in managing funds of 50,000 TL or 5000 EUR on a single project and a well-established accounting system (will be checked for commercial suitability).
  • It should have a project manager/officer and an experienced finance officer.
  • It will only be able to apply for one flow of funds.
  • It should take into account that all projects must include conservation services; in addition, NGOs must also provide services in at least one other CLIP 2 area (non-formal education or social cohesion).
  • It should design its programs according to the vulnerable groups in the province. A non-discriminatory refugee approach is encouraged.
  • Must have proven experience in dealing with provincial and local level institutions (eg social service centers, municipalities, etc.). Evidence of ongoing processes with relevant protocols/permits/public institutions will be submitted before implementation begins. If this is not the case, the applicant should have at least 2 years of proven experience working with protocols.
  • Must have English and/or Turkish language proficiency for communication and reporting.
  • The organization should have a strategy or at least ideas/plans for its sustainability.

Duration (2)
The duration of the project is between 10 and 12 months and will start in August 2021 at the earliest and October 2021 at the latest.

Location (3)
The application areas of the projects should be as follows: Elazig, Yozgat, Kütahya, Aksaray, Afyonkarahisar, Bolu, Burdur, Amasya, Zonguldak, Van, Aydın, Bursa, Sakarya.

Application Submission Criteria

  • Applications will be accepted until the closing date of May 31, 2021, at 23:59 EST.
  • Applications must be submitted electronically in English or Turkish using the application templates provided.
  • Incomplete applications will not be considered. All application templates are required for each application.
  • During the application process, information meetings will be held in Turkish on April 27 and in English on April 28 between 10:00-12:00. If you want to participate, please register at [email protected] until April 25.
