6 February 2023 Kahramanmaraş-Pazarcık and Elbistan Earthquake Preliminary Report

Civil Society in the Penal System Association, The Association for Monitoring Equal Rights, FISA Child Rights Center, Truth Justice Memory Center, Association of Access to Fair Trial, representatives of Citizens’ Assembly, Capacity Building Association and a Civil Society Committee formed with the participation of independent experts visited the earthquake area after the February earthquakes and published the report of their visit.

The observation visit, which took place from February 11 to 14, 2023, was conducted in the provinces of Adana, Adıyaman, Hatay, Gaziantep, Kahramanmaraş, Malatya, Osmaniye, Şanlıurfa, and the districts of Elbistan, İskenderun, Kırıkhan, and Samandağ.

"International human rights principles should guide disaster risk management, including disaster preparedness and response, emergency relief and reconstruction," the introduction to the monitoring report states.

"Human rights should be at the center of all humanitarian action related to natural disasters." It also stressed that disaster management that does not focus on the human rights approach will lead to discrimination against different groups. It also stated that the reconstruction and restructuring process should be designed with a focus on human rights.

The report also emphasized that all sectors working in the field of human rights should participate as active stakeholders in the planning and implementation of all activities before, during and after the disaster.

The report said that managing the next process with a participatory perspective and a transparent approach that involves civil society, correctly identifying needs and defining the right policies are very important for balance and monitoring. It is said that after the destruction caused by the earthquake, the repair and reconstruction process must be carried out in collaboration with the local population, institutions, professional associations, academia and civil society.
