The report states that those living in special difficulties such as the poor and marginalized groups, minorities, ethnic groups, indigenous communities, immigrants and other marginalized groups are more likely to be affected by environmental degradation and pollution than others. It is underlined that it is lower and that the impetus and opportunities for such a movement are more limited.

The report emphasizes that vulnerable groups are affected more negatively and heavily by environmental degradation, and that this is a clear form of discrimination that should be addressed by local, national and international actors.
