Purpose and Scope of the Program
The purpose of the program is to contribute to the prevention of irregular migration by increasing the migration and asylum management capacities of authorities and institutions in transit or source countries.
Budget limit: The total budget per project may not exceed 15 million SEK (Swedish Krona).
Project duration: The project implementation period must be between 1 and 3 years. Projects must start no earlier than October 1, 2026 and end no later than December 31, 2029.
Supported activities / areas
Within the scope of the call, only projects targeting irregular migration and focusing exclusively on the following three operational areas will be funded:
- Strengthening asylum and migration management through institutional capacity building.
- Strengthening border management.
- Combating migrant smuggling.
Important Restriction: Policy development, academic studies, research, advocacy campaigns, and similar activities are strictly not supported. Only operational activities to be implemented directly in the field are accepted.
Eligibility criteria (Who can apply?)
Institutional Status: Only non-profit organizations (NGOs, associations, foundations, international non-governmental organizations - INGOs, and international/regional organizations) may apply. Joint applications (consortia) and sub-granting to local partners are possible.
Applications from Turkey (Geographical Scope): Projects must be implemented in countries and migration routes prioritized in Swedish migration policy. Turkey is one of the 8 priority countries explicitly stated in this call (Other countries: Afghanistan, Ethiopia, Iraq, Lebanon, Somalia, Syria, and Uzbekistan; as well as countries on the Central and Eastern Mediterranean migration routes). Therefore, all non-profit civil society organizations (NGOs) in Turkey may apply directly or as a consortium partner in this call.
Basic Institutional Requirements: Applicant organizations must meet the following conditions:
- Be officially registered for at least 5 years.
- Have a written vision/policy document supporting democratic values and human rights.
- Have no connection with violent extremist ideologies and not be listed on EU sanctions lists.
- Have institutional policies for anti-corruption, gender equality, zero tolerance for sexual exploitation and abuse, environmental/climate sensitivity, and risk assessment procedures.
According to rules effective May 15, 2025; applicants must not be associated with any actor supporting anti-democratic activities, antisemitism, Islamism, terrorism, or hate speech (Sida will conduct a detailed risk assessment in this regard).
