Applications Open for Digital Freedom Fund (DFF) Strategic Litigation Grants

Digital Freedom Fund (DFF) has announced a new grant call to support strategic litigation processes aimed at strengthening digital rights and protecting human rights in the digital sphere in Europe.

Purpose of the Program

DFF supports cases related to human rights violations arising from the use of technology or that emerge in digital spaces. Priority is given to strategic cases that have the potential to create legal, political, or societal change, going beyond individual cases.

Who can apply?

  • Digital rights defenders
  • Civil society organizations (CSOs)
  • Organizations working for public benefit
  • Pro bono lawyers and litigators

Applications must pertain to legal proceedings taking place in Council of Europe member states. Since Turkey is a member of the Council of Europe, applications from Turkey are also accepted.

Types of grants

DFF offers two types of support:

  • Litigation Track Support: On average €45,000, and in some cases up to €100,000. Covers the entire process from the initiation of a case up to the appeal stage.
  • Pre-litigation Research Support: On average €25,000. Supports necessary legal research, evidence gathering, and partnership development for planned cases.

Important dates

  • Application period: 1 December 2025 – 17 February 2026
  • Application deadline: 17 February 2026

DFF application rounds open twice a year and applications are submitted online.
