Call from Roma Associations: Get Our Opinion on the Roma Strategy Action Plan

The full statement is as follows:

As it is known, the 1st Stage Action Plan (2016-2018) and the 2nd Stage Action Plan (2019-2021) were prepared and implemented by the Ministry of Family and Social Policies within the scope of the Strategy Document for Roma Citizens (2016-2021). However, data on the extent to which the objectives of both action plans were achieved and the change in the situation of Roma who experience widespread discrimination in accessing basic human rights were not shared with the public. Upon the expiration of the implemented action plans, the public was informed that a new action plan was prepared and will be officially published soon, in the statements made by the officials of your Ministry.

The basic criteria for action plans for human rights are to prepare the Action Plan with the active participation of all relevant subjects, to set realistic and measurable goals for the solution of the problem, to define the responsibilities for each goal, and to allocate an adequate budget for the goals and to establish a mechanism with the participation of the subjects to monitoring the implementation of the Action Plan.

3. The statements made to the public regarding the Action Plan worry us. Your ministry has not received any feedback from civil society organizations (CSOs) regarding the action plan prepared so far. In order not to experience the problems that occurred in the previous action plans, it is of great importance to ensure the participation of the Roma, who are the subject of the subject, in the process and to get their interviews. Ensuring the participation of Roma in all stages of the process and receiving the feedback of CSOs will support the creation of an action plan that will be applicable and effective in solving problems.
