What does the Climate Law Proposal suggest?
Turkey’s first “Climate Law Proposal” aims to fight climate change in alignment with the green growth vision and the goal of net-zero emissions. The proposal states:
“Following the establishment of the Climate Change Presidency, national contributions, the climate change mitigation strategy and action plan, the climate change adaptation strategy and action plan, and long-term climate strategies have been prepared and implemented. However, to monitor these actions, gain societal acceptance, improve practices, implement international treaties, and, most importantly, establish a legal basis for climate change mitigation, a Climate Law is needed.”
The proposal was assigned to the Environment Committee on February 21, 2025, with secondary referrals to the Justice Committee, Planning and Budget Committee, and the Industry, Trade, Energy, Natural Resources, Information, and Technology Committee. The discussion in the Environment Committee is scheduled to begin on Wednesday, February 26, 2025, at 11:00 AM.

About Yasa Fikrim Platform
Yasa Fikrim was developed under the “Monitoring Freedom of Association Project”, supported by the European Union, and implemented by STGM (Civil Society Development Center) and TÜSEV (Turkish Third Sector Foundation).
Coordinated by the Legislative Association, the platform aims to facilitate more comprehensive, effective, and impactful civil society participation in the legislative process.
Through the platform, proposed laws discussed in the Turkish Grand National Assembly (TBMM) are published, and feedback from civil society organizations and citizens is collected and reported to relevant committee experts.
Promoting E-Participation
The platform also aims to promote e-participation in Turkey. With the influence of digital transformation, many countries now use digital tools as powerful instruments for democracy, allowing them to connect more directly and effectively with their citizens and adapt quickly to changing global conditions. As part of this transformation, including a broader range of society in decision-making processes strengthens the communication bridges between policymakers and civil society organizations, which are fundamental to democratic systems.
Civil society organizations are key facilitators of amplifying public voices and ensuring effective participation in decision-making processes. Therefore, ensuring civil society’s involvement in legislative processes is crucial for promoting transparency, accountability, and reinforcing democratic values.
