In its 2024 report entitled “Stigmatization of Civil Society Organizations in Europe,” the Expert Council highlighted the threats facing civic space in many Council of Europe member states. The report underlined that CSOs defending the rights of minorities, LGBTI+ individuals, migrants, and vulnerable groups are among the most frequently targeted organizations, facing restrictions on access to funding, political attacks, legal harassment, and discriminatory practices. It also noted that restrictions on access to foreign funding have been increasingly tightened in many countries.
The new study, as a continuation of this report, will examine the impact of recent financial and legal regulations on CSOs. Responses from CSOs to the survey will play a critical role in shaping the study.
