In line with the needs of the EU Commission Directorate-General for Neighborhood and Enlargement Negotiations (DG NEAR) and as part of the annual review and monitoring of the EU Civil Society Guidelines, the EU TACSO 3 Project honors to invite you to Turkey for the consultation meeting about EU Civil Society Guidelines 2020 Evaluation Report. The EU Civil Society Guidelines 2020 Consultation Meeting will be held on 1 September 2021 at 11:00 am.

The purpose of the consultation meeting is to present the regional findings discussed in the report and the state of the favorable environment and capacities of NGOs in Turkey. In addition, the meeting aims to verify the results of the evaluation, discuss the recommendations asserted in the report, and also ensure the active participation of NGO delegates and other shareholders in this process. The meeting is held in cooperation with European Union Delegations and National Resource Centers (NRCs) in each of the IPA (Instrument for Pre-Accession Assistance) beneficiary countries. Based on the feedback received in the consultation and verification sessions, the EU Civil Society Guidelines 2020 Evaluation Report will be finalized and published.
The preparation of the Evaluation Report for 2020 is part of the monitoring in the entire Western Balkans and Turkey and was carried out in collaboration with the Balkan Civil Society Development Network (BCSDN). The monitoring consists of two phases: (i) Data collection: data collection including more than 630 survey responses (desktop review, NGO survey, focus groups and interviews), 28 focus group meetings with 173 representatives and interviews with 70 different shareholders; (ii) Data analysis and synthesis in a Regional Report. The entire process of data collection, analysis and synthesis is based on previous work carried out in 2019 to note any trends and improvements in each of the Guidelines outcome areas. Also, this year, the focus has been on the impact of COVID-19 and the end of the EU Civil Society Guidelines 2014-2020 term. The full report of the previous 2018-2019 annual monitoring cycle can be found here. Due to the COVID-19 pandemic, the meeting will be held online.

The official language of the meeting is English. English-Turkish simultaneous translation service will be provided during the meeting.

We welcome all relevant shareholders who want to contribute to the needs analysis report findings by attending the meeting and submit their participation requests by filling out the application form here until Thursday, August 26, 2021, 17:00. The meeting schedule and meeting links will be shared with the meeting participants later.
