European Youth Foundation: Living and Constructed Democracy Grant Call

The European Youth Foundation (EYF), part of the Council of Europe, has launched a grant call entitled "Living and building democracy" to enable young people to gain knowledge about democracy and human rights and to ensure their active participation in these processes. The program provides funding to local and national youth organizations (NGOs) that support young people in tackling challenges such as disinformation encountered in digital or physical spaces.

Purpose and Scope of the Program

The primary aim of the program is to develop young people's critical thinking and citizenship skills for building a democratic culture.

  • Budget Limit: The maximum grant amount that can be requested per project is 8,000 euros.
  • Project Duration: Projects must last a maximum of 6 months, and activities must commence between 20 November and 31 December 2026.

Supported Activities / Areas

Under the grant, innovative and educational initiatives based on human rights and democratic citizenship education will be funded.

  • Awareness-raising activities addressing challenges that hinder youth participation in democratic processes (disinformation, fake news, manipulation, barriers to voting).
  • Trainings and workshops to be carried out directly with the participation of young people.

Important Restriction: Projects that are commercial/for-profit, construction/building acquisition, tourism activities, sports competitions, scholarships, and school exchange programs are strictly not supported.

Eligibility Criteria (Who Can Apply?)

  • Applications from Turkey (Geographical Scope): Participants must reside in at least one Council of Europe member state. As Turkey is a Council of Europe member, local or national youth NGOs (associations, foundations, etc.) in Turkey can apply directly to this grant program.
  • Target Group Requirement: At least 75% of project participants must not be older than 30. In addition, special attention must be given to gender equality and the inclusion of young people with disabilities.
  • Co-financing Obligation: Applicant NGOs are required to provide co-financing (either from their own resources or with contributions from third parties, in the form of cash, human resources, or in-kind support) for the project.
  • Registration and Administrative Requirements: Organizations must have a bank account capable of accepting euros. In order to apply, the organization must be previously registered and approved in the EYF system. NGOs not yet registered must create an account via support4youth.coe.int as of the end of July (early registration is important as the approval process can take up to 2 weeks).
