HORIZON Europe has announced a new call to fund innovative projects for research and analysis work that will support judicial independence and the rule of law in EU member states and enlargement countries. Proposals submitted under the call are expected to aim to develop the capacity of national and EU policymakers and judicial authorities to protect and strengthen judicial independence.
Expected results
- Providing policymakers with comparative data and analysis on judicial independence, impartiality, and integrity
- Contributing to the rule of law, fundamental rights, and democracy at the EU and national levels
- Strengthening judicial cooperation between the EU and member states
- Providing concrete information and best practices on the implementation of international and EU standards at the national level
- Contributing to data and analysis within the framework of the EU Justice Scoreboard and the EU Rule of Law Mechanism
Scope and research areas
Projects should examine the following topics using a comparative and critical approach:
- The appointment, promotion, and dismissal processes of judges
- Judges' workload assessments and case distribution practices
- Disciplinary proceedings and appointment/transfer mechanisms
- National legal frameworks and important case law
- Production of up-to-date, reliable, and comparable data, including for enlargement countries
- Impact of international and EU standards at the national implementation level
- Documentation and sharing of good practice examples
