Purpose and Scope of the Program
The partnerships aim to support the predominantly urban refugee and asylum-seeker population in Turkey (especially women, children, and individuals with special needs). The selected projects will begin on January 1, 2027, and will end on December 31, 2029.
Supported activities / areas
Focus Sectors: General Protection, Child Protection, and Gender-Based Violence (GBV).
- Increasing access to basic services such as asylum procedures, registration/documentation processes, health, education, and social protection.
- Expanding psychosocial support and specialized protection services, strengthening case management.
- Depending on the funding situation, providing short-term, complementary cash or in-kind assistance for critical protection cases, such as urgent health or shelter needs.
Eligibility Criteria (Who can apply?)
Geographical Scope: Applicant institutions are expected to demonstrate local experience and presence across Turkey (in specified provinces such as Ankara, Istanbul, Izmir, Diyarbakir, Gaziantep, Bursa, etc.).
Mandatory Administrative Requirements: Applicant NGOs are required to complete the "Protection from Sexual Exploitation and Abuse (PSEA)" self-assessment via the UN Partner Portal. Submission of a Data Protection and Information Security Self-Assessment is also required. It is mandatory to demonstrate a transparent, fair, and competitive procurement structure (with information such as human resources, VAT exemption status, etc.).
Evaluation Criteria: Sector expertise and experience (25%), Project management (25%), Local experience and presence (20%), Cost-effectiveness (15%), Accountability to communities (10%), and Access/security factors (5%).
