The "EU Guidelines and Research Report" consists of three sections: enabling legal and financial environment for civil society, civil society-public sector cooperation and capacities of civil society organizations. This second survey aims to assess the current situation in 2023 according to the EU Guidelines and compare it with the baseline situation in 2021. The survey will provide key insights into how civil society is changing in our region. The findings will also inform the EU's assessment of progress towards EU membership in the Western Balkans and Turkey.
