The Project

The general objectives of the project are to strengthen the overall capacities and accountability of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to increase and improve the capacity and actions of CSOs and to improve the democratic role of CSOs. More information on www.tacso.org

The position

The CSO Capacity Building Expert (CSO CB Expert) will be based in Sarajevo and be responsible for delegated tasks, coordination and administration of technical assistance of the Regional office.

Key responsibilities

Based on requests from the Team Leader and the Resident Advisors, the CSO CB Expert will assist with technical advice and support in all human and institutional capacity development activities conducted as part of the project work plans.  Key responsibilities:

Organisation and implementation of workshops and seminars

 Collaboration with stakeholder organisations

Preparation of technical documents and reports, commenting on draft reports from other staff

Support the further development and implementation of the regional and national capacity building and training programmes, including evaluation of incidental requests.

Contribute to the quality of all technical products and that they fulfil the TOR and work plans of the project.

Coordinate the use of STEs and ensuring that formalities on assignments are in accordance with EU and SIPU International standards.

Support the disseminating of product information via those responsible for the TACSO Web sites and the communication staff.

Support internal staff competence development and internal consultative meetings on issues related to CSO development.

Qualifications, experience and competences

We are looking for an expert with an international background and with an MBA or Masters in a field related to CSO development.

Furthermore, we expect the expert to have a minimum of eight years of work  experience in capacity building or other related tasks within the civil society environment.

Expected competences:

  • Strong leadership and interpersonal skills.
  • Experience in working with development of projects (preferably EU-funded) in the field of CSO capacity building or in informal adult education.
  • Excellent analytical skills and ability to communicate in a pedagogical and convincing manner in writing.
  • Experience in the facilitation of international meetings.
  • Experience in the administration of projects.
  • Experience in working for international organsations.
  • Familiarity with the CSO environment in the Western Balkans or Turkey.
  • Full command of one of the languages spoken in the IPA region.
  • Excellent communication skills in English.
  • Excellent computer skills.

The Contract

The selected candidate (senior expert) will be offered 3.5 months x 12 days/month contract with a start on 1 May 2011 and finish 15 August, 2011 and with an option of extension of the contract for another 12 months. Remuneration will be offered with concern for residence expenses.
