Call from the Long-Term Care Insurance Platform to Civil Society Organisations

Civil society organisations working in the field of the rights of the disabled, the elderly and children have joined forces under the name of the Long-Term Care Insurance Platform to campaign for the adoption of the Long-Term Care Insurance Act. The platform also called on civil society organisations to participate.

The first participants of the platform, which was established on the grounds that a long-term care insurance system is necessary for the continuous and safe provision of care services, which is among the basic human rights of the disabled, elderly and children, are Altınokta Körler Derneği, Ayrımcılıkla Mücadele ve Eşitlik Derneği, Çocuk İstismarını ve İhmalini Önleme Derneği, Otizm Konfederasyonu, Otizm Türkiye, Sağlık Hizmetleri Sendikası (SAHİM-SEN), Türkiye Otizm Meclisi ve Zihinsel Özürlüler Konfederasyonu.

 

In the platform's call, it was reminded that states are obliged to provide the care services needed by disabled people, the elderly and children systematically and safely, and it was said that the Care Insurance Law should be enacted.

The call is as follows;

Based on the determination that a long-term care insurance system is necessary to ensure the continuous and safe provision of care services, which is among the basic human rights of the disabled, elderly and children; campaigning and lobbying for the long-term care insurance law by Altınokta Körler Derneği, Ayrımcılıkla Mücadele ve Eşitlik Derneği, Çocuk İstismarını ve İhmalini Önleme Derneği, Otizm Konfederasyonu, Otizm Türkiye, Sağlık Hizmetleri Sendikası (SAHİM-SEN), Türkiye Otizm Meclisi ve Zihinsel Özürlüler Konfederasyonu. -A consensus was reached to call on the civil society organisations to form an association under the name of "Long-Term Care Insurance Platform" in order to carry out lobbying work.

According to the international agreements to which our country is a party, states are obliged to take the necessary measures to ensure that their citizens can participate independently and equally in all areas of social life. In this context, it is the responsibility of states to systematically and safely provide the care services needed by the disabled, the elderly and children. Unfortunately, the Republic of Turkey is not able to provide continuous and safe care, which is a fundamental human right.

Although workshops, councils and symposiums were held on this issue and promises were made to those in need, the participation of civil society organisations representing the people who are the real perpetrators of the problem was ignored; the process, which hid behind economic reasons, remained inconclusive. However, no reason can be a justification for postponing basic human rights. For this reason, there is an urgent need to revitalise the work carried out under the coordination of the Ministry of Family and Social Affairs in 2011-2013 and to pass the long-term care insurance law.

As the civil society organisations mentioned below, we consider it necessary to establish a platform on long-term care insurance in order to campaign and lobby for the immediate adoption of the long-term care insurance law. We invite all civil society organisations working in this field to join this platform. We expect civil society organisations that wish to participate in the work of the long-term care insurance platform to fill in the participation form and show us their respect.
