Thomas Hammarberg, Commissioner for Human Rights of the Council of Europe, who published a report on the effects of the administration of justice in Turkey on the protection of human rights, stated that "long-standing structural deficiencies in the Turkish justice administration adversely affect the enjoyment of human rights".

Thomas Hammarberg, in his report on human rights and obstacles to freedom of expression in Turkey, stated that Turkey has made progress in creating a free and open discussion environment, but the situation with the media and freedom of expression is still worrying.

The report prepared by the Commissioner consists of four main headings:

  • * Turkish Penal Code (TCK) and Anti-Terror Law (TMK), which constitute obstacles to freedom of expression,
  • * Extremely restrictive attitudes of prosecutors and judges,
  • * Long detention times, * Internet censorship
