The document also points to several provisions of the Rome Statute that should be used as a model to make significant changes to the definitions of ordinary crimes, such as rape and other sexual violence crimes, to change the national criminal and civil justice systems, and to guarantee victims' rights to full reparations.

Amnesty International says the document is designed to help states quickly determine whether their courts and other authorities can enforce certain obligations or need to draft new legislation or amend the existing one.
