According to monitoring findings, rights violations are not isolated incidents but intersecting and structural in nature. Deficiencies in institutional practices and the inadequacy of complaint mechanisms cause these violations to become persistent.

Key findings from the report

The concrete cases in the report make visible the rights violations faced by different groups:

  • Children losing their rights due to incorrect age determination
  • Barriers to accessing education caused by identification issues
  • Problems faced by individuals with disabilities in accessing education
  • Violations experienced by refugee LGBTI+ individuals in accessing healthcare services
  • Failure to reinstate individuals dismissed by decree (KHK) to public service despite acquittal

The report emphasizes that in order to ensure equal and effective access to rights, it is necessary to institutionalize an intersectional approach, strengthen complaint mechanisms, and increase multi-stakeholder cooperation.
