Evaluation of the Consequences of Practices Regarding the Location of Associations in Terms of Freedom of Association

The study analyzes, from the perspective of freedom of association, the administrative opinion that restricts the operation of multiple associations at the same address and the requirement of “unanimous agreement of condominium owners” for establishing an association center in residences. The evaluation emphasizes that administrative steps would be sufficient to resolve these issues without the need for legislative changes. In this context, it is recommended to change the approach to the prohibition of activities at the same address and to abolish the circular requiring unanimity.
