Hate Speech Handbook

Human Rights Joint Platform (İHOP) made the Turkish translation of the "Handbook on Hate Speech" with the permission of the Council of Europe.

The "Hate speech" handbook aims to clarify the concept of hate speech and guide decision-makers, experts and society as a whole on the criteria that the European Court of Human Rights follows in its case-law on the right to freedom of expression.

Prepared under the umbrella of the Committee of Experts for the Promotion of Human Rights and under the mandate of the Steering Committee for Human Rights, this handbook was written by Anne Weber, a human rights expert commissioned by the Council of Europe.
