Ayşe Buğra's report titled “Poverty and Social Rights” has been published, emphasizing that poverty is not a phenomenon that is only related to income level, that can only be eliminated with economic growth or improvement in income distribution.


While the article underlines that there are important things that NGOs working on the fight against poverty and human rights can do in the fight against poverty, this report aims to discuss the problem of poverty on the axis of social rights.

The report consists of three parts. In the first chapter, the differences between the language that dominates the discussion of poverty in general and the language of the debates about social rights are discussed. Secondly, it is emphasized that there is a tension between the concept of equality, which has an important place in the discourse of social rights, and the nature of the problem of poverty.
