Young-Friendly Municipality Governance Index Metropolitan Cities Study

The report prepared within the scope of the Project for the Development of Meaningful and Inclusive Youth Participation (Akran) evaluates the youth-friendly governance performance of 30 metropolitan municipalities in Turkey with a focus on the meaningful and inclusive participation of young people in local decision-making processes. The report examines the governance structure of metropolitan municipalities within the framework of 4 main processes and 6 good governance principles. Municipalities’ 2024 data are analyzed through 84 main indicators and 71 sub-indicators developed for this purpose.

Beyond serving as a ranking or competition tool for municipalities, the report is designed as a self-assessment tool that highlights strong points, areas for development, and institutionalization needs in the field of youth-friendly governance. In this respect, the Index aims to contribute to the strategic planning, policy development, strengthening of participation mechanisms, and the institutional capacity development processes of local governments.

The Youth-Friendly Municipality Governance Index enables municipalities to assess their youth-friendly governance performance in a multidimensional way, to see their current situation, and to identify areas for improvement. The report also serves as a data-driven reference resource for civil society organizations, actors working in the field of youth, researchers, academics, and policymakers.
